In softball tourneys, and evan leagues, we have our bats checked all the time. The refs put a tag on the bats before league, and then they come into the dugouts before the games to make sure you have all tagged bats. If you have a bat that is not tagged they ask you to remove it, if you are caught using it, then you are called for an automatic out. Continious infractions and you are suspended from playing in ASA leagues and tourneys.
Should be the same way in bowling. Put a list if illeagal balls out at the first meeting, and then check everything on the rack before league. Wouldn't be that hard if each captain would check the other teams stuff. At a tourney, have the guy check the equipmetn when you go to sign in.
