how long do you use last years average in your leagues??

the league i bowl in you have to use last years average for the first 7 weeks. they say its to prevent sandbagging. i think 7 weeks is a bit excessive since it is 20% or 1/5 of our league which is 35 weeks. i can see maybe 4 weeks but 7 weeks seems too long. they almost voted to stretch it to 8 weeks, but it didnt pass. just wondering what was the standard out there.
lets face it... this isnt deadlifting or picking up women.. its BOWLING!!!! Stop acting tough when you roll 4 strikes in a row!!!

I think there should be a USBC rule preventing any league to use "league averages". One of the main points of bowling a long winter league is to establish a book average and there are leagues that like to use thier own average. Not a fan of that.

Our league rules say 9 games (3 weeks).
