$20 a year isn't much - 38.5 cents per week...

If the cost of the certification (sanction) card is too much to bear, why are you in a sport where a decent setup of equipment can run you $500 or better (balls, bag, shoes), and practice can run up to (and sometimes more than) $4 a game??? If the $20 a year is going to bankrupt you, to ensure you have rules to follow (and procedures for enforcing them), decent lanes and lane equipment, a sanctioned average, and bonding of league fees (to name ONLY a few benefits), then find another sport.
