Based on your description of your track being in the 1-2" range from the fingers and thumb and your PAP being over 3 3/4 up 1 3/8. I suspect that it wasn't measured properly. When they measured your PAP what method did they use 6 3/4, Armadillo, or spinner?
Many beleive that the 6 3/4 method is accurate enough but in reality it can be off by a great deal. The only time that your axis will actually be 6.75 from your track is if you are a full roller. On the other hand you could have a very low track but still have a PAP that is over 6.75 from the bridgeline. It is the location of the track as a whole that determines the PAP, not how close it is to the gripping holes.
Contrary to popular belief the amount of tilt and rotation you have doesn't determine your PAP. Axis tilt determines how big your track diameter is. The only way that your PAP is affected by rotation angle is by the ammount you turn the ball after your thumb has exited the ball. The more turn you get after the thumb exits the lower your axis will be vertically. For this reason an inverted track is more common with crankers, since they typically have an early thumb exit and have their fingers below the equator of the ball giving them more lag time between the thumb exit and finger exit. This gives them more time to get around the ball after thumb exit.
